หมวกที่หนึ่ง: HR ในฐานะผู้ใช้ระบบ
คำถามหลักคือ “ฉันต้องทำอะไร และข้อมูลนี้ต้องใช้ทำอะไร?” ผู้ใช้ระบบสนใจ Requirement ของกระบวนการ Input, Output, วิธีปฏิบัติ Record, Authority, ความถูกต้องของข้อมูล และจุดเชื่อมต่อกับกระบวนการอื่น
- อ่าน Requirement และเกณฑ์ตัดสินใจให้เข้าใจ ไม่ทำจากความเคยชินหรือชื่อแบบฟอร์ม
- ตรวจว่า Input ครบ ถูก Version และมาจากผู้มีอำนาจหรือแหล่งข้อมูลที่เชื่อถือได้
- ดำเนินการตาม Workflow พร้อมบันทึกการตัดสินใจและการอนุมัติที่จำเป็น

- กำหนด Intended Output และลูกค้าของกระบวนการให้ชัดก่อนวาด Workflow
- ระบุจุดที่อาจผิด คนที่มี Authority และ Control ก่อนเกิดข้อผิดพลาด
- ออกแบบข้อมูลต้นทาง เจ้าของข้อมูล Version และวิธีส่งต่อระหว่างระบบ
- เลือก Evidence เท่าที่ช่วยพิสูจน์การควบคุมและผลลัพธ์ ไม่สะสมเอกสารที่ไม่มีใครใช้

Process Approach และระบบ Competence ที่ใช้งานจริง

Audit Trail ที่ HR ควรฝึก
- ทำไมตำแหน่งนี้ต้องมี
- ต้องมี Competence อะไร และกำหนดจากอะไร
- ใครประเมิน ประเมินอย่างไร และใครอนุมัติ
- ถ้าไม่ผ่านทำอย่างไร และรู้ได้อย่างไรว่าวิธีนั้นได้ผล
- เมื่อ Requirement เปลี่ยน ใคร Update และคนเดิมได้รับการ Reassess หรือไม่
Human Error ไม่ควรจบด้วย “อบรมใหม่” ทุกครั้ง
เมื่อเกิด Nonconformity คำตอบยอดนิยมคืออบรมพนักงานอีกครั้ง แต่หากสาเหตุจริงคือ Work Instruction ซับซ้อน Interface ไม่ดี Workload สูง เครื่องมือไม่เหมาะ Requirement ไม่ชัด Authority สับสน หรือ Process Design มีช่องโหว่ การอบรมซ้ำย่อมไม่ได้แก้ Root Cause

ISO 9001 status on 20 August 2026
The published baseline remains ISO 9001:2015 together with ISO 9001:2015/Amd 1:2024. Edition 6 is under publication, with ISO identifying September 2026 as the expected publication month.
The amendment adds climate-change consideration to organisational context and relevant interested parties.
The edition is in final production. FDIS content should not be used to raise nonconformities against the current system.
ISO 9001 controls a management system, not a document collection
ISO 9001 specifies a quality management system intended to support consistent conforming products and services, applicable obligations, customer satisfaction, and continual improvement. People-related issues appear across context, risk, roles, resources, competence, awareness, knowledge, measurement, audit, review, and improvement.
Role one: HR as process user
The central question is “What must I do, and how must this information be used?” The user follows requirements, verifies inputs, performs the workflow, records decisions, maintains accurate system data, and delivers usable outputs to the next process.
- Understand the requirement and decision criteria rather than relying on habit or form names.
- Verify that inputs are complete, current, and authorised.
- Follow the workflow and retain the necessary decision and approval trail.
- Keep HRIS, qualification, and deployment status aligned with the approved result.
- Deliver an output that Production, Quality, Payroll, or managers can use without reinterpretation.
Role two: HR as internal auditor
The central question is “How do we know the system conforms and produces its intended results?” The auditor works with criteria, evidence, sampling, process interactions, risk, effectiveness, objectivity, and an audit trail.
What the requirement or system says should happen

“HR has no skill matrix, therefore this is an NC.” ISO 9001 does not mandate that document name.
“The organisation could not demonstrate that necessary competence had been determined for work in Process X.” Link the finding to the applicable criterion only when evidence supports it.
Role three: HR as system designer
The central question is “How can the system make failure less likely, detect it early, and learn when it occurs?” The designer starts with intended outcomes and risk, then creates process, controls, information, evidence, measurement, and feedback.
- Define the intended output and process customer before drawing the workflow.
- Identify failure points, authority, and preventive controls.
- Define data sources, owners, versions, and interfaces between systems.
- Retain evidence that proves control and results—not records nobody uses.
- Set indicators, review triggers, and corrective actions that improve the system.
Process approach and a working competence system
HR processes create value when they deliver what the next process needs. Full headcount does not mean workforce readiness if only one person can operate a critical machine.
Useful for the learning activity, but not proof that the person can perform the job.
Practical tests, observation, work samples, qualification, supervisor assessment, and post-development performance provide stronger evidence.
One case, three different ways of thinking
Scenario: a production employee is operating a machine, but no qualification record can be found.
Resolve the case
- Locate the record and approval.
- Check whether the system status is outdated.
- Follow the procedure for work suspension, notification, or reassessment.
Assess the system
- Establish the requirement and its owner.
- Look for other valid evidence.
- Test whether the issue is isolated or systemic.
- Assess the pre-authorisation control.
Change the system
- Ask why an unqualified person could enter the process.
- Consider skill authorisation and supervisor approval.
- Use access control, expiry alerts, or machine login rules where proportionate.
What ISO 9001 does not prescribe by name
Roles, responsibilities, and authorities must be clear; ISO 9001 does not prescribe a document named “JD”.
Necessary competence must be managed; a training plan is one optional tool.
Competence and awareness should be relevant to the person's work and QMS contribution.
Attendance does not prove the ability to apply knowledge and skills for required results.
It is useful, but another controlled method may demonstrate requirements, status, and gaps.
The organisation must ensure suitable auditor competence; ISO 9001 does not name a universal certificate.
A documented process that is not implemented or effective does not improve the system.
Audit systematically and impartially gathers evidence and evaluates it against criteria.
Evidence should trace requirements to results
There is no universal evidence checklist. The valuable feature is traceability from role need to competence requirement, assessment, gap action, qualification, deployment, and performance.

- What competence is required, and what is its source?
- Who assesses, approves, and authorises the work?
- What happens when the person does not pass, and how is effectiveness evaluated?
- When requirements change, who updates them and who is reassessed?
Human error should not always end with retraining
If the real cause is a complex instruction, poor interface, excessive workload, unsuitable tool, unclear requirement, weak authority, or flawed process design, repeating training will not remove the root cause.
Communication, learning, practice, and assessment may be appropriate.
Redesign the control, interface, or workflow.
Correct change management and information ownership.
Investigate a systemic cause rather than correcting individuals one by one.
HR's value is not preparing folders for the auditor
HR helps place the right people, with the right competence, in the right process, under suitable conditions and controls, so the organisation can deliver intended results consistently.
ISO 9001 does not reward the organisation with the most documents. It asks the organisation to understand its processes, control what matters, use evidence for decisions, learn from problems, and deliver intended results consistently.
