The fund itself is not new in 2026. It exists under Thailand's Labour Protection Act B.E. 2541 (1998). What begins on 1 October 2026 is the collection of employee contributions and employer contributions for those covered by the law.

Employer view: who must be assessed
As a general rule, employers with 10 or more employees who are subject to labour protection law must assess whether the business and each employee fall within the EWF requirements or an exemption. The essential principle is to assess each employee individually, not merely whether the company offers a Provident Fund (PVD).

What employers and HR must prepare
EWF preparation is more than adding a Payroll deduction. Employee classification, the wage base, employer budget, remittance, records, and communication must operate as one process.
- Confirm whether the business is covered and verify its employee count.
- Classify each employee as covered or exempt.
- Review actual PVD membership, including new and probationary employees.
- Review pay items to determine the correct statutory wage base.
- Configure Payroll for the 0.25% employee and 0.25% employer portions.
- Prepare registrations, records, forms, and remittance by the 15th of the following month.
- Explain contributions and exit rights clearly to employees.
- Prepare death-beneficiary nomination using form SKL.5.
Late or incomplete remittance
The employer's obligation remains outstanding, with an additional amount under the fund rules at 5% per month on unpaid or deficient contributions.
Employee view: what is paid and received
Two distinct amounts enter the fund: the employee contribution deducted from wages, and the employer contribution paid from the employer's own funds. The employer contribution cannot be shifted into an additional employee wage deduction.
These rates apply from 1 October 2026 through 30 September 2030. From 1 October 2030, the rate becomes 0.50% per party, or 1.00% combined.
Employee rights when employment ends
When an employee resigns, retires, completes a fixed-term contract, or is dismissed, the employee is entitled to the employee contribution, employer contribution, and investment returns under the fund rules—including dismissal with or without employee fault.

Wage base and calculation examples
The base is statutory “wages,” assessed from the nature and purpose of each payment. It is not always limited to base salary, but neither is every payment automatically a wage. Labels such as position allowance, food allowance, per diem, or incentive cannot decide the issue by themselves.
EWF rules must be applied on their own terms rather than importing a Social Security ceiling. The referenced official clarification states that EWF does not use the same wage ceiling familiar from Social Security.
| Wages | Employee 0.25% | Employer 0.25% | Total to fund |
|---|---|---|---|
| THB 20,000 | THB 50 | THB 50 | THB 100 |
| THB 30,000 | THB 75 | THB 75 | THB 150 |
| THB 50,000 | THB 125 | THB 125 | THB 250 |
EWF is not PVD, Social Security, or severance
Separate funds. PVD membership may support an EWF exemption, but actual status must be assessed employee by employee.
Separate systems. Some employees may therefore be covered by both at the same time.
Separate rights. Each must be assessed under its own legal conditions.
Communicate accurately and professionally
“The fund begins to exist on 1 October 2026.”
“Collection of employee and employer contributions begins on 1 October 2026.”
“Employees are deducted 0.50%.”
“Employees contribute 0.25%, and employers contribute an additional 0.25% initially.”
“The company has a PVD, so nobody enters EWF.”
“Each employee's actual PVD membership and exemption status must be reviewed.”
“Resignation or dismissal for fault forfeits the employer contribution.”
“EWF rights follow the fund rules and are separate from severance rights.”
